On Aug. 6, 2025, the president of the United States issued an executive order titled “Addressing Threats to the United States by the Government of the Russian Federation.” The order directs the imposition of a new 25% ad valorem tariff on goods imported from India, citing India’s continued importation of Russian oil, either directly or indirectly.
This new tariff will be in addition to the 25% reciprocal tariff announced earlier, resulting in a cumulative 50% tariff on Indian-origin goods.
The order authorizes the secretary of commerce, in coordination with other federal agencies, to monitor and assess the importation of Russian oil by other countries. If it is determined that other countries are engaging in similar trade practices, they may also be subject to additional tariffs.
The order also provides for the potential modification, suspension or termination of these measures if the president determines that a country’s conduct no longer threatens the national security, foreign policy or economy of the United States.
