New York Construction Alliance Disappointed With The Passing of 1447-C

The New York Construction Alliance (NYCA) has expressed their disappointment with not just the framework of the controversial City Council legislation titled 1447-C, but the process that was undertaken to have it rushed through for vote and passed by the New York City Council on Thursday, September 27, 2017.

There is Much to be Determined…

1447-C which is an iteration of the original 1447 bill, still defers much of the additional training beyond OSHA 10 & 30 to a site safety task force; the composition of the forthcoming task force will be left to the discretion of the Mayor’s office and the Council Speaker.

“Considering NYCA’s cumulative prominence in the open shop arena as general contractors and construction managers, it was extremely disappointing that we were never seriously engaged throughout the entire legislative process,” says NYCA’s Executive Director, Kenneth Thomas, adding, “It would reflect well on the Council and Mayor’s office in their stated commitment to transparency, deliberation, and equity, if some of our members were considered for representation on the task force, in order to provide expert insight and analyses on how to best facilitate the mandates outlined in the bill.”
